City Book Festivals

Hello all.  I'm new to the post and wanted to hear any feedback you all have on setting up an exhibit at a city book fair/festival.  I know these cost money to set up in an author's pavilion but is the money worth the exposure, especially when you are crowded together with over 100 other authors?
