According to Bowker, eBooks leave "publishers with a lot more to identify with ebooks than the print standbys of hardcover and paperback."
An article from December 2010 on the Bowker website states "Further complications stem from publishers using varying metadata practices. The official position of the ISBN Agency is that “Publications need separate ISBNs if anyone in the supply chain needs to identify them separately”, which some publishers follow exactly and others choose to adjust to suit their business needs."
